The Regional District of Nanaimo (RDN) committee unanimously approved a $50,000 budget transfer on May 7, 2026, moving 2027 capital reserve funds into the 2026 budget to begin preconstruction works for the Notch Hill Reservoir #3 project in Nanoose Bay. The motion also amended the 2026–2030 Financial Plan accordingly.
The preconstruction work advances a component of the broader Nanoose Bay Reservoir Improvement Project, which includes renewal of the existing Arbutus Reservoir and construction of a new Notch Hill reservoir to accommodate growth and improve fire protection and drinking water infrastructure in the Nanoose Bay Peninsula Water Service Area. In 2024, the RDN’s attempt to borrow $1.2 million for the project through an Alternative Approval Process failed after sufficient public opposition was registered (CHEK News, cheknews.ca). The $50,000 budget transfer uses capital reserves rather than borrowing, suggesting a shift to self-funded preconstruction work while longer-term funding is resolved.
With preconstruction works now budgeted for 2026, design and site preparation can move ahead. Construction tendering for the full reservoir project remains contingent on securing additional capital outside the current year’s allocation.
A rezoning application for an undisclosed address in the Regional District of Nanaimo, BC, was approved by the RDN Board on May 7, 2026. The applicant sought a zoning amendment for the property. The Board voted unanimously in favour of the application.
